"Read to Succeed" is a Literacy Program developed in 1986
and funded with the proceeds of the National Library Grant.
 The program serves the inmates (general population) of
Washington State Reformatory.  This particular correctional
institution is a maximum custody (soon to go closed) adult
prison housing approximately 900 men. This educational
program is administered by Edmonds Community College, the
contracted educational agency for the Department of
Corrections at the Monroe Correctional Complex in
Washington State.  This documents the specific workings of
a "state model" in hopes that other correctional educators
will find it helpful when developing programs.  State and
federal prisons are over crowded, under staffed, and
specifically house together, with too many illiterate
inmates and too many educated inmates who do not have
enough to do. Everything you need to start your own program
